In July 1999, Bishop J. Terry Steib, SVD, announced that previously closed urban Catholic schools would be reopened to serve those with the greatest need—the children living in Memphis' urban neighborhoods. The schools were named in honor of the Jubilee year 2000, a year of mercy for the poor.
